The main topic of the Congress is: Mobility, Sustainability and Development
The general structure of the congress will be revised in the next meeting of the world wide congress for roads which will be held in Korea, September 2009.
The proposal includes the following:
Strategic Themes
In accordance with the strategic plan 2008-2011, the strategic topics will be:
• Sustainability of the Road Transport System.
• Improving Provision of Services.
• Safety of the Road System.
• Quality of Road Infrastructure.
To deal with these themes, the Congress will be structured as follows:
• Inauguration
• Introduction session.
• Closing and Ministers ceremonies and special plenary sessions; a total of 6.
• Strategic direction sessions; 4.
• Technical sessions; 18.
• Special sessions; 13.
• Technical visits
• Accompanying persons program
• A gala dinner
The event will bring together:
• Over 4,000 road and road transport specialists, representing over 100 countries.
• 50 road ministers and secretaries of state.
• Technical exhibition area of over 130,000 sq. ft.
Opening Ceremony The opening ceremony signifies the official start of the congress with a welcome message from the host country authorities. There will be addresses by the President and Secretary General of the Association.
The purpose of the Opening Ceremony is to stimulate and inspire enthusiasm in Congress Delegates in order to promote productive participation.
Minister’s Session The Minister’s Session will be chaired by the Secretary of Communications and Transport, Mexico. Ministers of different countries will share and exchange experiences and points of view to enhance the decision making process for road policy.
Closing Ceremony The closing ceremony will include presentation of the Congress conclusions, highlights, the General Report and the Strategic Plan for 2012 - 2015.
Additionally, the handover for the XXV World Road Congress will take place.
Welcome Reception The social program will begin with a welcoming cocktail party offering typical drinks from our country accompanied by exquisite hors d’oeuvre from our famous and extensive Mexican cuisine.
The atmosphere will be enhanced with Mexican music and the presence of a well known Mexican folklore artist providing a wonderful opportunity for visitors to experience and enjoy Mexico’s vast and colorful culture.
Gala Dinner The gala dinner will be served in the Banamex Center, famed for being the biggest kitchen in Latin-America, capable of serving more than 5000 people at the same time.
A variety of exquisite Mexican food will be served and the experience livened by the traditional mariachi and musicians from diverse regions of the country. An artistic spectacle inspired by local customs will also be presented.
Companions of our congress-persons will be able to enjoy many places of interest including:

- Pyramids of Teotihuacan
- Shopping Tour
- Xochimilco
During the next five years Mexico expects to invest more than 25 billion US dollars in several road projects that will offer multiple opportunities for technical visits.
In the Metropolitan Area of Mexico City, Congress delegates and their companions will be able to visit the work site of Suburban Train Systems 2 and 3. These two lines will move more than 145 million passengers per year.
Other important projects related to public transport, drainage and water treatment will also be under construction.
Less than one hour away from Mexico City in Cuernavaca, the “City of Eternal Spring”, a Traffic Control Center monitors the tolling system of more than 4,500 km of the highway network. It is operated by Caminos y Puentes Federales de Ingresos y Servicios Conexos (CAPUFE). It is another potential site for technical visit for those interested.
To north of Mexico City there are roads under construction to shorten the distance between Mexico City and the Gulf of Mexico.
In general, Mexico’s ambitious road program and other transport projects will offer several alternatives to organize technical visits and Post Congress tours as part of the XXIV World Road Congress.
Founded in 1987, the Mexican Institute of transportation is at the forefront of technology. It is in charge of scientific investigation for planning, construction and maintenance of infrastructure for transportation. Technologically advanced specialty equipment is employed by the institute.
The institute is unique in its field within Mexico.
