Mexico Participation in the PIARC

 

Mexico has participated in PIARC since 1908 through the Secretariat of Communications and Transport (SCT) and its predecessors.

The constant and active participation of Mexican representatives in PIARC translates into a long history of cooperation, reflected in Mexico’s permanent collaboration with the Association and in the organization of many meetings, seminars and congresses in Mexico.

In 1975, Mexico successfully organized the XV World Road Congress, which was attended by more than 2000 participants from 76 member countries. Around 160 technical papers were prepared for the Congress by experts from 27 countries.

From 1993 to 1996, Victor M. Mahbub, a Mexican engineer, acted as President of PIARC, a period in which he participated, along with representatives from Mexico and other countries, in the creation of the Council of Road Directors of Iberia and Latin-America, which took place in 1995 during the XX World Road Congress in Montreal, Canada.

From 1997 to 2000, Manuel Rodríguez, another Mexican engineer, served as Vice-President of the Executive Committee of PIARC. In October 1998, the Executive Committee, the Council and Technical Committee C6 held their meetings in Cancún, Mexico, along with the V Meeting of the Council of Road Directors of Iberia and Latin -America.


The constant participation of Mexico in PIARC’s activities has been recognized by the Association at various times, and Mexican representatives have been appointed to important positions in its governing bodies. For example, the Association recognized Rodolfo Félix Valdés as an honorary member of the Council.

Between 2000 and 2003, Oscar de Buen chaired Technical Committee C3 on Roads in developing countries, which as part of the 2004-2007 Strategic Plans evolved into the Technological Exchanges and Development Commission, also headed by Oscar de Buen, currently Undersecretary for Infrastructure at the SCT and a member of the PIARC Executive Committee.

The work of Technical Committee C3 and of the Commission on Technological Exchanges and Development has brought PIARC in close contact with developing countries and countries with economies in transition, especially those in Latin America.

In addition to the participation of Mexican representatives in the governing bodies of the Association, Mexico has been systematically involved in the Technical Committees of PIARC. Today, Mexico has representatives in 17 Technical Committees; 7 of them act as Spanish Language Secretaries of their respective Committees, a position in which they promote the use of Spanish in the activities of the Association, while at the same time facilitate the dissemination of PIARC products in Spanish-speaking countries.

In March 2005, the Asociación Mexicana de Ingeniería de Vías Terrestres A.C. (AMIVTAC, Mexican Association of Road Engineering) was recognized as the Mexican National Committee of PIARC. Since then it has provided valuable support for the dissemination and organization of ÍARC activities in Mexico.

The creation of the Mexican National Committee and the participation of Mexican representatives in the Technical Committees have allowed PIARC international seminars to be organized in Mexico. The first one on “Road Pricing, Financing, Regulation and Equity” was held in Cancún in April, 2005, along with technical committees C 1.1, C 1.2. The second on “Sustainable Road Development” and “Interurban Road Transportation” took place in Monterrey in May, 2006, and was organized along with technical committees C 2.1 and C 2.2.

The continuous participation of Mexican road professionals in PIARC activities helps Mexico to fully understand the Association’s structure and operation, and this knowledge will doubtlessly facilitate the organization of the next XXIV World Road Congress in 2011. The organization of the next World Road Congress in Mexico will offer an ideal platform to consolidate PIARC’s efforts to promote the use of Spanish in the Association’s activities, to work in closer cooperation with developing countries and countries with economies in transition, and to strengthen its presence in North America.


The XXIV World Road Congress in Mexico will be the first World Road Congress to be held in Latin America since 1975, when it was also organized in Mexico. As a result it will offer an invaluable opportunity for PIARC to strengthen and consolidate its efforts to enhance its presence in this region of the world.

Mexico shares language, history, culture and affinities with most Latin American countries. Within the road sector, Mexico keeps permanent contacts with almost all countries in the region.

Through forums such as the Council of Road Directors of Iberia and Latin-America, member countries maintain a permanent dialogue and exchange knowledge and information, at a ministerial level, focused on improving highway system management and operations in all aspects.

Mexico’s close relationships with most Latin American countries have been forged and strengthened through the presence of Latin American engineers in several of the more than 500 engineering schools in the country, among which the national Autonomous University of Mexico (UNAM) stands out. The Engineering Institute, which belongs to that university, has received researchers and road professionals from many Latin American countries.

In addition, the Mexican Transport Institute, an independent organization of the Secretary of Communications and Transport, founded twenty years ago, performs important tasks in transportation research, development and training in the country.

Accessibility

 

Mexico City can be reached by various means of transportation from all over the world. The city has a world-class international airport and four intercity bus terminals.

Visitors can fly to Mexico City from 104 airports around the world.

Mexico City’s International Airport is located 45 minutes from Centro Banamex Convention and Exhibition Center (CBCEC) and from the main hotels and attractions of the city. It offers 650 flights a day and serves six national and 41 international airlines.

There is also a new airport located in the city of Toluca which is 50 minutes away from CBCEC.

The Mexico Convention Bureau is a non-profit organization within the Mexico Tourism Board. Among their services they provide the necessary tools to secure a successful event. In this sense, the Mexico Convention Bureau, in conjunction with the National Migration Institute, offers special support for obtaining VISAS for all delegates attending the XXIV World Road Congress in 2011.

Citizens from the following countries do not need a visa to enter Mexico:

If you are a national from Germany, Andorra, Argentina, Aruba, Australia, Austria, Belgium, Bahamas, Bulgaria, Canada, Cyprus, South Korea, Costa Rica, Denmark, Slovakia, Slovenia, Spain, United States of America, Estonia, Finland, France, Great Britain, Greece, Hungary, Hong Kong, Ireland, Iceland, Israel, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Norway, New Zealand, Netherlands, Panama, Poland, Portugal, Puerto Rico, Rumania, San Marine. You can enter Mexico without  a Visa, just presenting your passport and filling out  a  tourist migratory form, Transmigrate, Visiting for Business or  “Visiting Counselor” which you can obtain from your travel agency, airline or from the point of entry to Mexico.


Nevertheless, citizens of these countries must present a valid passport and fill out an immigration form which can be obtained from travel agencies, airlines or at the point of entry into Mexico.

This option also applies for permanent legal residents of USA or Canada, regardless of their nationality.
